One on One Care is a family-owned, non-franchise in-home personal care agency founded in 1998 by Charles Murray — and still family-owned and operated today. From our Fredericksburg office, our caregivers help adults and seniors across Central and Northern Virginia — from Fredericksburg to Warrenton and Fauquier County — live safely and independently at home.
Our History
Charles K. Murray, III (1952–2008), Founder
Charles Murray — husband, father, and entrepreneur — founded One on One Care in 1998. His vision was to create a company that enabled seniors and persons with disabilities to live with dignity in the comfort of their own homes for as long as possible, without having to face a move to a nursing facility.
His vision became a reality through hard work, compassion, and a genuine concern for the comfort and well-being of his clients. He was well-loved by families and staff alike. Many of our aides still on staff today fondly remember "Mr. Charles."
His vision remains a reality today. Family-owned and operated, assisted by excellent staff, One on One Care has helped families across the region for nearly three decades — and as we continue to grow, we remind ourselves of the person to whom we owe it all.

Chief Operating Officer & Co-Owner
Christa is the Chief Operating Officer and co-owner of One on One Care. With over 15 years in the company, she's proud to carry forward her family's legacy of compassionate in-home care. What Christa loves most is making a real difference — helping clients stay at home and supporting a team that feels like family. Outside of work, she enjoys time with her husband, Patrick, and their two children, Emma and Brooks.
Joan Murray
President & Co-Owner
Joan co-founded One on One Care with her late husband, Charles, in 1998 to help people remain safe and comfortable at home as they age. As President, she continues to lead with warmth, wisdom, and compassion. She enjoys spending time with her husband, Frank, and their dog, Blue, and loves exploring local restaurants.
Kate Cheng
Client Services Manager
Kate has been with One on One Care for more than 15 years. She oversees client support and compliance, ensuring every client receives quality care and every caregiver feels supported. She loves the positive company culture and the opportunity to help others. In her free time, Kate enjoys visiting the library with her son and exploring local trails with her family.
Stacie Kirchner
Staffing Coordinator
Stacie has been part of One on One Care for 18 years. As Staffing Coordinator, she connects clients with caregivers who are the perfect fit. She enjoys traveling to small towns, visiting local shops and restaurants, hiking, and spending time with her family.
Cindy Cowdrey
Office Assistant
Cindy has been a vital part of One on One Care for 11 years, keeping the office running smoothly with her organization and kindness. She loves interacting with staff and clients and always brightens the day with her friendly spirit. Outside of work, she enjoys wineries, gardening, hiking, reading, and cooking.
